In mid 2003, the San Diego County Air Pollution Control District, a three-year Community Partner of It All Adds Up to Cleaner Air, had an important message to get across. All they needed was a low cost platform and a crowd.

When thinking of ways to make a little leftover grant money ($250) stretch, Community Partner Kelley Walters, Chattanooga - Hamilton County APCB, thought about purchasing some bumper stickers for a new fleet of retrofitted school buses in her community. To keep the cost down, Walters turned to the Exchange and asked if anyone might have a current design they'd be willing to share. Within hours, the leads poured in.
